AHRA/PAT/IAHA/AHA Problems Continue September 2006. As time goes on, it is beyond comprehension that AHRA has put the U.S. in constant confusion. Here's a bit of history for those newcomers. Nothing has changed since AHRA was "suspended" as of 1/1/97 for the mandatory one year (WAHO rules), during which time a solution was to be found to the continued refusal of AHRA's to follow the parent organization (WAHO) rules. AHRA also refused to negotiate a solution with WAHO at a meeting between the WAHO EC and Bart Brown (then President), Ralph Clark (then Registrar) and Bob Fauls (then Director) held in early November, 1997, in Los Angeles for this specific purpose. This was after Bart Brown left the Abu Dhabi WAHO Conference in November of 1996 promising the WAHO EC he would contact WAHO President Jay Stream in early 1997 to work out a solution. Bart never contacted Jay, WAHO put this subject on the agenda of their June, 1997, meeting in England and made sure AHRA was apprised of their place on the agenda. AHRA never showed up. So, WAHO finally set up this meeting "in the USA" for the convenience of AHRA in early November, 1997, as stated above. Since AHRA stated unequivocally at this meeting that they still refused to accept all registered Purebred Arabian horses in all WAHO-member Registries (the cause of the problem in the first place), WAHO had no alternative but to move from the 1-year-mandatory suspension of AHRA to revoking AHRA’s membership as the USA-recognized. WAHO-member Registry as of 1/1/98. This meeting was scheduled for 2 days to give plenty of time for discussion between the two organizations. AHRA showed up 1 1/2 hours late, stayed about 1 1/2 hours (long enough to state their non-negotiable position and answer a couple of questions) then left. It was obvious to all present that AHRA had no intention of even trying to resolve the problem. In trying to follow this mess into today, one must understand that AHRA was dissolved in 2001 and re-evolved as the Purebred Arabian Trust (PAT) through the implementation of the Merger Agreement with the International Arabian Horse Association (IAHA) which also dissolved and re-evolved as Arabian Horse Association at the November, 2001, Convention in Reno, Nevada. This "Merger Agreement" that those delegates accepted was not a merger in the true sense of the word. There are still 2 separate organizations, and now instead of our original U.S. Registry for Purebred Arabian horses being under the jurisdiction of one organization, this registry is now split as far as jurisdiction and authority between two different organizations. PAT “leases” their data base to AHA for one third of the gross income. AHA has the responsibility of providing staff, computer and office space for the physical work of registration, transfers, etc. PAT retains all authority for making rules and decisions, appointing their selection of people to the Registration Commission and “only” their appointees have any jurisdiction over anything to do with Purebred Arabians; however, any decisions by these Purebred representative on this Commission must be approved by the PAT Trustees before implementation or action. Any financial responsibilities for legal problems that arise as a result of PAT decisions that are implemented are solely put in the AHA column, but PAT retains the right to full control over any legal case.
